Patrick Hallgate

Patrick is an accomplished business leader and transformation specialist with more than two decades of international experience across the public and private sectors. A Member of the British Empire (MBE) since 2014, Patrick joined Serco in 2015 as Managing Director for Transport and now serves as Advisory Services Director within +impact, Serco’s advisory business driving transformation across critical infrastructure and government services.

In his current role, Patrick leads large-scale programmes focused on asset management, operational optimisation, and customer experience strategy. His work bridges the gap between strategic intent and operational delivery, ensuring that advisory outcomes are practical, measurable, and designed for long-term impact. With deep expertise in facilities, asset and transport management, Patrick brings a proven record of improving performance through integration; aligning systems, stakeholders, and service delivery to create seamless, sustainable operations.

Before joining Serco, Patrick held senior positions within Network Rail. There, he oversaw the delivery of complex transformation programmes across a critical national network, embedding resilience and continuous improvement into every facet of operations.
